Expand storage or mount NAS/RAID; you can also clean the recycle bin and old versions.

Can I make some users read-only?

Yes, just grant "View" permission on the folder for read-only access.

Is it reachable from outside?

It is intranet-only by default; for remote access, connect via VPN to your LAN.
